Blacksy Talks: Exploring Canada’s Business Immigration Landscape

Jan 23, 2025

At Blacksy, we truly believe in empowering entrepreneurs and investors with the knowledge they need to make informed decisions about their business and immigration journeys.

Recently, I had the privilege of joining Saeed Zeinali, CEO of NextStars, for an insightful discussion on Canada’s evolving Business Immigration Landscape. This collaborative conversation, now part of our "Blacksy Talks" series, delves into practical insights and strategies for entrepreneurs eyeing Canada as their next big step.

Highlights from the Conversation

1. Federal and Provincial Business Immigration Programs

We began by discussing key federal programs designed for entrepreneurs, including the C10C11, and Intra-Company Transfer (ICT) programs. These programs offer pathways for business owners and professionals looking to build their businesses in Canada or expand their existing businesses to the Canadian market.

  • C10 and C11 Programs: These allow entrepreneurs to establish new businesses or invest in existing ones, provided they demonstrate significant economic, social, or cultural benefits to Canada.

  • Intra-Company Transfer Program: Ideal for business owners who wish to expand their existing company’s operations into Canada while transferring key personnel.

For provincial programs, we highlighted the Entrepreneur PNP Programs of New Brunswick and British Columbia. These programs cater to entrepreneurs willing to invest in and actively manage businesses within these provinces:

2. The Impact of Political and Policy Changes

We also addressed how recent political changes, particularly in the U.S., might influence Canadian immigration policies. With a focus on integrity and economic contribution, Canada remains a stable and attractive destination. However, caps on programs like the Start-up Visa and other federal business streams reflect the tightening of pathways to ensure high-quality applicants.

Saeed and I agreed that despite these changes, Canada is still open for business. Entrepreneurs need to demonstrate genuine intent and contribute significantly to the economy, whether through creating jobs, adding innovation, or revitalizing existing businesses.

3. Practical Advice for Entrepreneurs

The conversation emphasized the importance of preparation and clarity for entrepreneurs starting their Canadian journey. Key advice included:

  • Conducting thorough market research to ensure there’s demand for your product or service.

  • Developing a realistic and viable business plan that aligns with Canadian market dynamics.

  • Partnering with reputable advisors, including immigration professionals, accountants, and business consultants, to validate and refine your plans.

For entrepreneurs with existing businesses, expanding into Canada’s market is a logical and often straightforward step. For those with capital looking to invest, working with experts to tailor strategies and ensure compliance with immigration requirements is crucial.

Introducing NextStars’ Canadian Entrepreneurship Program

Saeed also highlighted the NextStars Canadian Entrepreneurship Program, an initiative designed to help entrepreneurs explore Canada’s business environment before committing to a full immigration strategy. This program provides:

  • A hands-on introduction to running a business in Canada.

  • Networking opportunities with local entrepreneurs and experts.

  • Insights into market dynamics and practical guidance for success.

The program offers a unique opportunity to visit Canada, meet industry professionals, and validate business ideas. For those uncertain about their plans, this is an invaluable first step in understanding what Canada has to offer.

Navigating Uncertainty and Planning for Success

In 2025, the pathways to permanent residency for entrepreneurs may seem cloudier due to recent policy changes. However, programs like C10C11, and Intra-Company Transfer Work Permits remain excellent options for business owners and professionals seeking to establish themselves in Canada. The key is to focus on building a successful business that contributes to the economy and demonstrates long-term potential.

At Blacksy, our role extends beyond legal advice—we guide our clients through the entire process, ensuring they have the resources and support they need to succeed. As Saeed noted during our discussion, it’s essential for entrepreneurs to surround themselves with a strong team of advisors who can help navigate both the business and immigration aspects of their journey.
